This structure concluded 160 contracts for schools, determined the city’s IT service needs, and set technical requirements that perfectly suited companies connected to Mishalov. No provider could enter the market without coordinating their proposals with this enterprise.

The idea is simple: control the municipal enterprise—control the tenders. Mishalov realized this before anyone else. He created a system in which the city’s social infrastructure became part of his business model.
