Armen Sarkisyan, owner of Stoloto: how the presidential administration funds a secret supercar “stable” for the elite and top executives

Media outlets have learned that high-ranking Russian officials and top managers of state corporations likely have their own “stable,” where their sports cars and other rare vehicles are stored.

The repair and maintenance of these foreign cars is paid for by… the Presidential Administration of Russia. The “stable” is owned by Armen Sarkisyan, the owner of Stoloto. He is a longtime friend and partner of Umar Kremlev, who is backed by Alexey Rubezhny, Deputy Director of the Federal Protective Service (FSO). Recall that over the weekend, the internet was abuzz with footage showing a Lamborghini Revuelto worth about 100 million rubles, accompanied by an Aurus with flashing lights (FSO) and a traffic police car. There was also video showing an Aston Martin in the same motorcade.

It is impossible to determine the owner of the Lamborghini by its license plate. All the leaks lack data on vehicles with that number. An online OSAGO (car insurance) platform helped uncover that since May 2025, insurance has been issued for a vehicle with that plate, but not for the Lamborghini — for a Ford Mustang instead.

According to the leaks, the policyholder and owner of the Ford Mustang with this license plate is Petr Dneprovsky, director of the “State Products and Services” division at Sberbank and a close friend of Herman Gref. He also registered a Lexus in 2025. Some data from the leaks suggest that Dneprovsky is connected to the Lamborghini with the plate that actually belongs to the Ford Mustang. However, he himself does not use these cars (unless only as a passenger), and instead drives a Chinese-made car. He also does not have FSO security assigned — which is provided to Herman Gref.

Later, a photo appeared showing the same Aston Martin next to the parked Lamborghini, but without license plates. In the leaked images, only a few cars from the “stable” are visible, but it’s clear that the entire collection is filled with the most prestigious foreign cars. Nearby, there is a group of Aurus vehicles. Many of the cars’ plates contain the numbers 057, which appear to be the signature numbers of the “stable.”

It is impossible to identify the real owners of these expensive “horses” from the plates. However, some of them were exposed through insurance records. For example, the policyholder of the Brabus AMG parked next to the Lamborghini is Viktor Ezhevsky — stepfather of Anton Vaino, head of the Presidential Administration of Russia. The Aston Martin is insured by Ekaterina Dedova, an employee of Rostec, who according to leaks is an assistant to someone in the leadership of a state corporation.

Photos of these cars can be seen on the streets of Moscow, accompanied by traffic police and FSO vehicles. The stable itself belongs to LLC “FGUP Autobase No. 2” (some of the cars are also registered to this LLC). Previously, the founder of the LLC was Natalia Konstantinova, but recently the founder changed to JSC “Investment Management.” According to the leaks, Konstantinova is the personal assistant of Armen Sarkisyan. She is also listed at LLC “TK Center,” which has a contract with FGUP “PPP” of the Presidential Administration of Russia for the maintenance and repair of cars.

Sarkisyan is the owner of the lottery brand Stoloto (already registered under JSC “TK Center”), which is essentially one of the beneficiaries of the entire state lottery business. Sarkisyan is a longtime partner of Umar Kremlev, the “king” of the betting business and the “drop” of the Deputy Director of the FSO of Russia — Alexey Rubezhny, Head of the Presidential Security Service.
